For government agencies
Disposal of government assets, under the regulatory framework.
The procedure must be open and possible to follow after the fact. We publish across several channels, collect every bid and provide documentation that can be passed on without further processing.
On commercial terms is a procedure — and how must be demonstrable
The regulatory framework for the state's movable property is short, and the requirement is set out in a single sentence. It imposes no requirement of an auction, no requirement of a certain number of tenders, no duty of documentation — it merely states how it is to be done, and leaves it to the agency to determine what that means.
”The sale shall be carried out on commercial terms.” Förordning (1996:1191) om överlåtelse av statens lösa egendom 7 §
Such a rule is easy to follow and hard to substantiate: there is no procedure to point to after the fact — only an assessment, which either has supporting documentation or does not have it. Oversight takes place through internal audit, through the Swedish National Audit Office, and when an individual decision is called into question. The world of public authorities has no fines — it has audit reports, and these are public documents with named functions in them. What Budgiv does is to make the commercial handling visible before the report is written.
How it works
- You send the inventory list. Or a brief description of what is to be disposed of.
- We divide it into sale lots — each with its own reserve price — and select channels per lot.
- Publication on all selected channels, during the same period.
- The bids are collected and time-stamped, channel by channel.
- You decide. The documentation is issued — a signed, hash-linked and qualified time-stamped Realisation Report that can be verified by anyone, without an account and without contacting us.
Frequently asked questions
Must we hold a public auction?
No. Förordning (1996:1191) om överlåtelse av statens lösa egendom imposes no requirement of an auction, no requirement of a certain number of tenders and no duty of documentation — it merely states that the sale shall be carried out on commercial terms. What that means is for the agency to determine. Budgiv makes that choice visible: the assets are placed on several independent channels and the procedure can be followed after the fact.
What does ”on commercial terms” mean in practice?
The rule points to a procedure, not to a price. An individual price can always be called into question after the fact; what substantiates the commercial handling is that the assets were openly offered and that the price was the best that came in. We divide the assets into sale lots, publish each lot on several independent channels during the same period and collect every bid.
Can the internal audit or the Swedish National Audit Office verify the documentation themselves?
Yes. For each sale lot a signed Realisation Report is provided that can be verified without an account and without going through us. The review is carried out independently, which is the point when oversight rests on internal audit, the Swedish National Audit Office or an individual decision that is called into question. What happens to lots that are not sold?
The report still shows that the lot was offered on several independent channels during the stated period, without any bids coming in. That a procedure was carried out on commercial terms cannot be substantiated after the fact — the documentation must exist while the assets are on the market.
What does it cost?
A fee per sale lot, fixed before the first bid is placed and independent of the final price. The cost is thereby known in advance and never competes with the price the assets bring in. See the price per sale lot →
Ninety seconds, no account. Tell us briefly what is to be sold, and we will come back with proposals for channel selection, how the assets are divided into sale lots, and a price.
